Be Kind To Animals Week / Information on the Children’s Medical Expense Subsidy System

Be Kind to Animals Week is from 20th - 26th September.

It is held to enhance public understanding about the welfare of animals, which are living creatures. 

Please understand the habits and nature of your pets and continue to look after them with love and responsibility throughout their lives.


It is compulsory for dogs to be registered once in their lifetime and for them to receive a rabies vaccination once a year. 

After registering your dog with the Health and Welfare Subsection of any Regional City Office, please receive your dog license and vaccination tag. 

The registration fee is ¥3,000 per dog and the issuance fee for each vaccination tag is ¥550.


Please be careful of diseases that can be transmitted from pets. Take preventative measures such as the following:

Make sure you wash your hands after touching your pets, 

Don’t use your mouth to feed your pets, 

Don’t share spoons or dishes with your pets, 

and ensure pet hygiene through thorough grooming and nail trimming.


The section in charge is the Life Hygiene Counseling Subsection of the Life Hygiene Section at Minato Public Health Center.

Families that have already been issued with a Children’s Medical Insurance Card will be sent a new one in a blue envelope in late September. 

The new Children’s Medical Insurance Card will be light green and should be used from October. If it hasn’t arrived by October, please contact the city.


The Children’s Medical Expense Subsidy System is a system that subsidizes the medical costs shouldered by the individual when a child up to and including junior high school age receives medical care or a prescription that is covered by health insurance. 

Please show your health insurance card and the Children’s Medical Insurance Card at the appropriate counter of the medical institution. 

The system does not apply to costs not covered by health insurance.


In order to be issued with a Children’s Medical Insurance Card, the following criteria must be fulfilled:

1) Both the guardian and the child must be registered as residents of Minato City and be living there.

2) The child must be covered by Japanese health insurance.


You can apply for the Children’s Medical Expense Subsidy System at the Health and Welfare Subsection of the Residents Support Section at your local Regional City Office. 

You will need to take your child's health insurance card.
