With the aim of creating a flourishing local community, Shinagawa City uses donations from the public to subsidize funds for projects undertaken by city residents' action groups working to resolve community issues. 

Donations can be made by filling in the donation application form at counters of the Community Action Section at Shinagawa City Office, or through bank transfers using payment notices at financial institutions.
